Dear Osaio,
Explaining a joke takes away half the fun of it. If you'd notice the headline is in the FUTURE when it is assumed Zainab Bangura has clinched the Presidency. Zainab's views on female circumcision are well known. She's in favour.
The JOKE lies at the London Investment Conference when Germany vowed not to invest anything in Sierra Leone until we do something to get rid of FGM. So take it from there and in the spirit of 'humanistic imperialism' - you have a WAR over FGM. That's the best I can explain it (sorry if you didn't find it amusing).
